Description: Wed Jun 10 2020 SEATTLE -- It was an unusual sight Wednesday as Seattle Fire Chief Harold Scoggins worked with people who were occupying streets in Seattle's Capitol Hill neighborhood to close two large rolling metal gates that lead into the garage of the East Precinct. Scoggins was dressed in his normal chief attire, but his hands were greasy as he tried to repair the gate with no help.
