Arrest warrant issued for Level 3 sex offender in Snohomish County

MARYSVILLE, Wash. -- Snohomish County deputies are looking for a level 3 sex offender who recently moved to the area from Canada and has failed to register as required in the county.

Kevin Scott Miller, 45, was convicted of two counts of aggravated sexual assault in Canada, where there is a non-extraditable warrant for his arrest, said sheriff's spokesperson Shari Ireton. Miller is now required to to register as a sex offender in the county and check in regularly, but has failed to report on two occasions.

Miller told detectives he is homeless, but has recently been seen in Arlington and Marysville, Ireton said. Miller is described as 6 feet tall, weighing 175 pounds with brown hair and blue eyes.

In 1995, Miller was accused of picking up a 14 year-old girl and attempting to strangle her with a rope, then sexually assaulting her. In a second incident that same year, he befriended an adult woman he met in a nightclub, took her into a secluded area, attempted to strangle her with a rope, and physically assaulted the woman, police said.
