Accused mall shooter has history of mental problems, drug use

MOUNT VERNON, Wash. (KOMO) - When Arcan Cetin walked shackled into a courtroom to hear that he faces five charges of premeditated first-degree murder, it was the sad culmination of a brief, troubled life.

Psychological reports in court documents paint a portrait of a troubled young man who was abused as a boy, and was a heavy drinker and marijuana user as a teen. He tried suicide at least once and was diagnosed with PTSD.

Outside Cetin's first court appearance on Monday, his stepfather told reporters, "Arcan has had some mental health issues that we have been trying to work on with him. That's all I can say."

Court documents show that he had been diagnosed with anxiety and depression. At age 18, he was taking drugs to treat both attention-deficit/hyperactivity disorder and depression.

Cetin, 20, was born in Adana, Turkey. At birth he was diagnosed with fetal alcohol syndrome. He never met his biological father. But his mother's family there was abusive, court records said.

He came to the U.S. at age 6 and was raised by his mother and stepfather.

He attempted suicide last November and was hospitalized for two weeks.

Another psychological report in September 2015 called his judgment "poor to fair."

It adds that he "denies suicidal or homicidal ideation."

His criminal history goes back several years with charges including assault, drunken driving, domestic violence and malicious mischief.

He blamed marijuana use for his crimes, saying that he used pot before every arrest.

"Mr. Cetin presents with moderate symptoms of depression and anxiety. This evaluator believes he is a high recidivism risk if he does not continue treatment," a counselor wrote in January. "The prognosis for Mr. Cretin's improvement is fair. The course of treatment is expected to be difficult because Mr. Cetin presents with moderate symptoms of mental health and substance-use disorders."

The counselor worked for the Follman Agency in Burlington.

Burlington is also the site of Cascade Mall, where Cetin has admitted entering with a .22 rifle and killing five people on Friday night, court documents say.
