Brian Sicade, 22, was ordered held on $750,000 bail during his arraignment in Pierce County Superior Court.
Officers began following a stolen Monte Carlo as it drove onto Highway 18 just before midnight on Feb. 4. The officer followed while waiting for backup and turned on his lights and siren after the suspected thieves merged onto southbound I-5 near the Federal Way truck scales.
The driver of the stolen car sped off, reaching speeds of 100 mph, police said. But as officers were backing off the chase in Fife, the driver lost control while changing lanes and rolled the car over. Both men were ejected from the car.
Sicade survived but his passenger, Victor Wilson, was later pronounced dead at a local hospital.
Prosecutors said Sicade had a blood alcohol level of 0.15 and later admitted to being the driver during a subsequent visit to the hospital.
