King County prosecutors contend the unwilling recipient of Steven C. Clouse's attentions refused to flee after Clouse began fondling himself at her. According to charging papers, the woman kept an eye on the masturbating man for 10 minutes until police arrived.
Clouse, also known as Steven Weston, was previously convicted of indecent exposure in 2006. Following his arrest, Clouse, 30, claimed he was simply urinating.
Of course, the woman told a different story.
At 10 p.m. on Sept. 17, the woman was parking in the 500 block of Lenora Street when she spotted Clouse standing near a portable toilet, a Seattle detective told the court. She initially believed Clouse was urinating; according to her account, she soon realized he was both masturbating and staring at her.
Caught in the act, Clouse was undeterred, the detective said, recalling the woman's account.
Genitals in hand, Clouse walked up to her car and began "thrusting his pelvic area directly at (the woman) to ensure she saw what was happening," the detective told the court.
"(Her) first instinct was to drive away and distance herself from this activity," the detective said in court papers. "(She) then thought she needed to remain at the location to ensure law enforcement could take corrective action."
The woman told police Clouse continued his lewd behavior until police arrived and arrested him.
Clouse was released the day after his arrest. He was charged earlier this month with felony indecent exposure, and is currently free.
