King County prosecutors contend Joseph "Hotdog Captain" Porter exposed himself to several people on June 2 at Rainier Playfield Park, located at 3700 S. Alaska St. Porter, a convicted rapist and registered sex offender, is alleged to have called out "look at me" to passing children.
Also known as "Micmac Joseph Chief" and "Boom Boom Joey," Porter was seen urinating in a popular part of the park shortly before 7:30 p.m., a Seattle detective told the court. Witnesses told police he made no attempt to cover himself; one woman walking with her children said Porter seemed to be displaying himself.
Responding police found Porter cursing loudly at a group of women and children near a basketball court. About 25 children were in the park at the time.
Officers arrested Porter in the park. According to charging documents, Porter told one officer he had raped the wife of a police detective and threatened that "payback is a bitch."
Questioned by police, Porter denied exposing himself and claimed doing so was not his "style," according to charging papers. Porter was last convicted of indecent exposure in 2006.
Porter, a Portland resident, was convicted of rape in 1985 after breaking into a home where he stabbed and raped a woman after tying up her husband. He has been arrested 87 times in Washington and was most recently convicted of failure to register as a sex offender.
Now charged with felony indecent exposure, Porter is currently jailed on $250,000 bail.
