Now charged with felony indecent exposure, Ngaira Muhanji was arrested April 7 after a Federal Way woman called 911 to report Muhanji was wagging his genitals at her from a neighboring apartment. Muhanji, 31, was previously convicted of the same charge in a Seattle incident three years ago.
More troubling, though, are purported admissions made by the mentally ill man following his arrest. According to King County prosecutors, Muhanji admitted to seeking sex from a 12-year-old girl and molesting another child.
"The defendant admits that he has sexual urges that he cannot control," Senior Deputy Prosecutor Charles Sergis said in charging papers. Sergis said the investigation into the other crimes is ongoing.
At 9:45 p.m. the day of the incident, Federal Way police arrived at the Crystal Pointe Apartments to find Muhanji in his brother's apartment. A neighbor claimed he'd been laughing and masturbating on the apartment balcony after shouting to get her attention.
According to charging papers, Muhanji admitted to the allegations and told police voices in his head told him to expose himself. Muhanji is alleged to have then told police he had also smoked a cigarette naked in the apartment parking lot shortly before they arrived.
Writing the court, a Federal Way detective said Muhanji reported he'd stopped taking his psychiatric medication three days before.
Speaking with police, Muhanji said he'd forced a 5-year-old girl to touch his penis weeks before, the detective continued. According to the detective's statement, Muhanji went on to explain he was exchanging sexually explicit Facebook messages with a 12-year-old girl.
Muhanji remains jailed on $150,000 bail. He has not yet entered a plea.
